New Orleans police responded to the assaults just before noon in the 1500 block of Gravier Street, according to a news release.

The city's low-barrier shelter is a 346-bed facility that is open 24/7 and does not require sobriety of its residents. Ongoing maintenance issues and a lack of security have led to complaints by residents and homeless-service providers grim conditions, including a lack of services, issues with safety and in some cases open drug use and drug dealing inside the facility.
